GENERAL INFORMATIONJapan Carbon Finance, Ltd.(JCF) has been established as of Nov. 25, 2004, of which purpose is to purchase CERs/ERUs/VERs for the first commitment period, between 2008 and 2012. In order to construct a well-balanced portfolio, JCF is willing to purchase emission reductions from a various sectors, such as renewable energy, energy savings, fuel switching, waste management, chemical industries, fugitives, etc. and various countries/regions. JCF envisages a business model that it would be involved in a potential CDM/JI projects in the developing countries and the countries in transition as from the early stages, that is, it should contribute to identify, formulate develop, validate and monitor the CDM/JI projects. As JCF staffs have good expertise and know-how in this field, JCF is quite much confident that it can contribute to the most efficient development of CDM/JI projects, especially in countries where few CDM/JI projects have been realized or the capacity to implement the projects is not facilitated. JCF could advise on how to formulate and develop the projects and offer financial contribution for the developing stages, such as to bear the cost for PDD preparation, validation, etc. As Japan Bank for International Cooperation (JBIC), which is the financial institutions in charge of export/investment finance, Un-tied finance and ODA loan for the projects in the developing countries and in the countries in transition, wholly owned by Japanese government, together with the other Japanese entities, has established JCF through its equity contribution, it would expect the synergy in light of the enhancement and development of CDM/JI projects between two institutions, that is, JBIC to provide financings to projects and JCF to purchase emission reductions from projects, both would be important cash-flow ins during the construction period and operational period respectively.
