India CDM pipeline November report

Two N2O abatement projects from Rashtriya Chemicals Fertilizers accounted for 1.35 million CER generation potential: being amongst the larger projects getting registered. Unexpectedly, a leading indicator for future projects is strong in November.

Leading indicator 1: Projects requesting prior consideration in India
We have had to revise our October figures of projects submitted for prior consideration significantly upwards. It appears that the UNFCCC system has had lags towards the end of the month. Our October numbers for projects submitted for prior consideration have moved up from 27 to 62 for India; and the global number has moved up from 80 to 218. The November provisional numbers are also high at 47 for India and 137 for global projects. It would appear that one of two things is happening: (a) developing countries are sending a signal on the ongoing need for CDM; and/or (b) organizations are looking to capture the opportunity remaining over the next 24 months that the Kyoto protocol exists. (It may be recalled that in the last couple of months the UNEP Risoe CDM/ JI pipeline had reduced the forecasted number of CERs available through the end of 2012).

We will be releasing a revised November figure in a few days as soon as the UNFCCC system is updated.

Projects registered:
A total of 23 CDM projects were registered in November (34 in October) with a potential of generating 2.9 million CERs annually (2.1 million in October). Of these 5 projects (22%) came from India with a potential of generating 1.46 million CERs (49% of the amount issued globally).

Usually projects from India have been smaller in size. But in November two projects (out of the total 5) are from Rashtriya Chemical Fertilizers Limited and these N2O abatement projects account for 1.35 million CERs.

CER Issuance
A total of 219,417 CERs (approx value of 2.7m Euros or US$ 4m based on current spot prices) were issued over the last month in India. The global CER issuance for November was 5.74 million CERs.

The average CER per project from India for this month was 31K CERs (28K for Oct) per project continue to be lower as compared to the global average 117K (98K for Oct) CERs per project for November
