CERs issued from India continue to form a smaller portion of the worldwide CERs issued. Leading indicators show a slowing rate for future CER issuance.
However, some projects submitted over the quarter outline innovative consumer level efficiency projects. Their performance could open the door for leveraging CDM to increase mass adoption of low-carbon technologies.
Analysis
The four stages at which data has been captured form the continuum in the CDM process. The first two stages are leading indicators, and the last two provide information on credits that have been issued (or likely to be issued).

Leading Indicator 1: Submitted for Prior Consideration
Globally, a total of 372 projects were submitted for prior consideration of the CDM in the JAS quarter. Of these 136 were from India and a vast majority of these projects were sent in the months of July and August. While the trend line for the quarter is flat, September had only 3 projects submitted. It would appear that project developers are vary on account of lowered expectations from Copenhagen and the depressed CER prices. As of the latest CDM pipeline estimate the overall projected supply of CERs through 2012 is going to be 1212 MCERs.

Leading Indicator 2: Those Requesting Registration are Smaller Projects
Most of the projects requesting registration from India continue to be smaller energy projects. A representative sample from the last quarter are listed in the table below. Projects Registered
A total of 103 CDM projects were registered last quarter with a potential of generating 10.3 million CERs annually. Of these 13 projects (12.6%) came from India with a potential of generating 347,500 CERs (3.4% of the amount issued globally). This continues to follow from the leading indicators where the projects from India tending to be smaller in size.

CER Issuance
A total of 791,409 CERs (approx value of 9.5m Euros or US$ 13.7m based on the spot prices) were issued over the last quarter in India with the levels continuing to follow a cyclical pattern since the larger CDM projects come up for review only in Q1 and Q2. However, the average CER per project from India (23K CERs per project) continue to be lower as compared to the global average (98.7K CERs per proeject) for the JAS quarter. This compares to the India’s previous 18 month average of 43.2K CERs per project and the global figure of 71.5K CERs issued per project for the same period.
